Objectives: Based on the Decision-Making Ecology(DME), this study empirically verifies the effects of cases, local and institutional factors in determining the out-of-home placement of children. Methods: In 2016, there were 15,249 cases of child maltreatment. The research model was analyzed using a multi-level model. The characteristics of children, perpetrators, families and cases were considered to be level 1. The characteristics of neighborhoods and institutional factors were considered to be level 2 and level 3 factors, respectively. Results: First, 79.1% and 20.9% of the cases were protected in their families and were placed in out-of-home care, respectively. Second, the analysis of multi-level model showed that there were differences between neighborhoods and institutions whether abused children were placed in out-of-home care. Third, factors such as the children, perpetrators, families and case factors, as well as the ratio of public assistance recipient families in the neighborhood, number of social workers at child protection agencies, and the number of children in charge of child protection agencies were affected. Conclusions: Various system factors were affecting the decision process of out-of-home placement of abused children. And based on these findings, the policy and practical suggestions that should be considered in the decision process of out-of-home placement, were presented.
