Colonial powers tried to minimize the issue of venereal diseases through the management of prostitution, which led to the implementation of licensed prostitution. Thereafter, social discussions over the effect of the venereal disease prevention policy were developed surrounding the issue of whether to continue or[abolish the licensed prostitution. However, in terms of STD screening targets, open prostitute and Gisaeng and barmaid who were concealed prostitutes were not preciously and legally classified. And forced venereal disease screening against Gisengs and barmaids revealed the intention of colonial powers to tolerate, to some extent, their prostitution as long as there was no risk of venereal infection. In the midst of social situations in which the requests of the abolition of the licensed prostitution, the colonial police was absorbed in managing and cracking down prostitution rather than in maintaining or abolishing the licensed prostitution. It is believed that the maintenance of the licensed prostitution is efficient to prevent the veneral diseases, but also believed that the management of venereal diseasses relating to entertaining women should be thorough along with the abolition of the licensed prostitution in world trends of the abolition of the licensed prostitution. <Venereal disease prevention ordinance> enacted in Japan in1927, promulgated in 1928, and the revisions to which were disputed in 1939, increased the expectations of its implementation in Joseon with the trends in Japan introduced in a row. However, as a result, <Venereal disease prevention ordinance> was not implemented in Joseon in the end. It can be said that <Venereal disease prevention ordinance> was one against venereal disease crackdown after the abolition of the licensed prostitution and generally took the form of the enereal disease prevention policy against the concealed prostitution. Licensed prostitution was not abolished in Colonial Joseon and the police raids on prostitution was strengthened to crack down the concealed prostitution to the level of ‘open prostitution’ in the midst of discussing the implementation of <Venereal disease prevention ordinance>.
