In recent, local government has become a major stake-holder in public conflict. In particular, how local officials do respond to the residents who raise complaints affects the development of the conflict. It needs to strengthen the conflict management capacity of local governments in order to reduce the cost of conflict in our society. But few previous research have analyzed the system of local conflict management system on a nationwide scale. The purpose of this study is to diagnose the current status of local conflict management system through case study of ordinance and to suggest improvement plan based on the above case study. In result, only 32.8% of the total local governments have established basic conflict management system, and only 2% of them have entered more than 3 levels. Based upon the result of case study, this study suggests 7 improvement plans for local conflice management system
