The core driving-force of economic growth has been an important issue in economic study. The transformation of economic growth pattern from investment-driving to innovation driving is adapted to the development of economic growth theory and the prevalent experiences of developed countries. The traditional investment-driving growth pattern of China can’t exist in the long run, which has led to a series of economic and social problems. These problems indicate that China is in the pivotal period of the transformation from investment-driving growth pattern to innovationdriving growth pattern. The fiscal goal should be adjusted from assisting traditional growth pattern to the four innovation links: innovation person with ability, innovation organization, innovation environment and innovation institution, so as to provide institutional guaranty and policy sustain for realizing the new development layouts made by central government.
