Information Network Village Project has been managed for about 16 years since 2001 with the purpose to promote regional development through solving regional information gap and to approach freely and use information and communication for all citizens. As time passed, related researches were accumulated a lot quantitatively and in particular, more diverse and in-depth researches are conducted through a case study recently. However, there are 35 Appointment Cancellation Villages currently and there is no research focused on failure cases even though every project in these villages was not successful. Consequently, this study identified the factors which affect the outcomes of Information Network Village and analyzed how these factors were influenced on actual projects in the villages with appointment cancellation. Findings are as follows. First, Social Capital which raises insufficient capacity of the public and the private and its support level has brought different results depending on the characteristics of each village. Second, possession of resource in the village is a necessary condition not a sufficient condition on operating successful village projects. Third, existing other rural village development project besides this project has an advantage to make human and materiel resources affluent but it has a high possibility to bring unprecedented conflicts such as impossibility of index sharing and competition between projects and so on. Fourth, a local government tends to invest and support preferentially on the village with having a certain level of base depending on performance competition with other local governments. With this study, positive factors for the results of Information Network Village Project have different impacts in every village and it affects as a success factor and a failure factor on every project.

정보화마을 사업은 지역간 정보격차 해소를 통해 지역발전을 도모하고 모든 국민이 정보통신에 자유롭게 접근하고 이용할 수 있도록 하는 목적으로 2001년부터 현재까지 약 16년간 운영되어져오고 있다. 시간의 흐름에 따라 관련연구는 양적으로 매우 축적되어져 있고, 특히 요즘에는 사례연구를 통해 다양하고 깊이있는 연구들이 진행되어지고 있다. 그러나 현재 지정해제 마을은 35곳으로 모든 마을에서 사업이 성공한 것은 아님에도 불구하고 실패사례와 관련한 연구는 전혀 이루어지지 않고 있다. 이에 따라 본 연구는 정보화마을 사업의 성과에 영향을 미치는 요인들을 알아보고 이러한 요인들이 지정해제가 이루어진 마을에서 실제 사업에 어떠한 영향을 미쳤는지를 사례연구를 통해 분석해 보았다. 연구를 통해 첫째, 정보화마을 사업에서 공공과 민간의 부족한 역량, 지원수준을 높여주는 역할을 하는 사회자본은 마을의 특성에 따라 각기 다른 결과를 야기하였음을 알 수 있었다. 둘째, 정보화마을 사업의 성공적인 운영에 마을의 보유자원은 필요조건이기는 하지만 충분조건은 아님을 알 수 있었다. 셋째, 정보화마을 사업 이외에 마을에서 진행되고 있는 타 농촌개발사업은 마을에 인적･물적 자원을 풍족하게 한다는 장점이 있으나 지표공유 불가능, 사업간 경쟁 등 사업이 시행되기 전에는 없었던 새로운 갈등을 야기할 가능성을 높일 수 있음을 확인하였다. 넷째, 지방자치단체는 타지자체와의 실적경쟁에 따라 어느 정도 기반이 있는 마을에 투자 및 우선지원을 하고 있음을 발견하였다. 본 연구를 통해 정보화마을 사업의 성과에 긍정적인 영향을 주는 요인들은 각 마을마다 각기 다르게 작용하여 사업의 성패에 성공요인과 실패요인으로 작용하고 있었음을 알 수 있었다.
