Fishing village areas are threatened with sustainability due to hollowing out due to aging and lack of manpower due to population decline, destruction of marine ecosystems, loss of fishing base due to lack of infrastructure, and economic problems. Unlike urban and rural areas, this paper attempted to develop sustainable development indicators of fishing village areas by observing that accurate diagnosis of regional characteristics was not made in fishing village areas. This paper targeted the Fishing Village Fraternity, a local community in fishing village areas and a representative community in fishing village areas, an economic community, and expelled indicators. First, through previous studies, the index area was reviewed, and based on this, the evaluation index was hierarchized into four classes classified as large, medium, small, and detailed indicators with an emphasis on sustainable development of fishing village areas. Through two expert Delphi surveys, a total of five fields and 27 indicators were finally selected from three categories. In this study, first, a comprehensive approach to the population·society, industry·economy, marine and location environment that should be considered in setting goals for regional policies was attempted. Second, the analysis unit was set as the unit of Fishing Village Fraternity work area(minimum unit Dong/ri). Third, diagnostic indicators centered on fishing village areas that can be distinguished from rural areas were developed. Fourth, the purpose of the study was to develop comprehensive diagnostic indicators including potential diagnosis as well as decline diagnosis indicators in fishing village areas.
