The city competitiveness of an innovative city is important for its functions to induce regional growth and development, transferring public agencies concentrated at Seoul metropolitan area to the provinces. It is even more important in a provincial small and medium sized city. Because innovative city is new town not in Seoul metropolitan area. The purpose of this study is to analyze the ways to strengthen the city competitiveness of an innovative city. City competitiveness is the overall ability concerned with productivity and the quality of life a city has. A competitive city can be considered as one that can attract and retain suitable sorts of activity, defined in these economic, social, and environmental terms, to meet the needs of its residents. The mechanism of city competitiveness is composed of three processes, input(crucial factors to city performance), conversion(productivity and the quality of life), and output(city performance). Thus city competitiveness depends on input factors(location asset, internal efficiency, external environment). The ways to strengthen the city competitiveness of an innovative city in Gyeongbuk are as follows: in location asset term, to formulate the cultural values Gyeongbuk has and to formulate social capital, excellent educational environment; in internal efficiency term, to cumulate excellent human resources and form innovation cluster through public-private partnership; and in external environment term, to establish collaborative networks with external resources, especially with cities in the vicinity of an innovative city such as Gumi and Sangju.
