This paper analyzes the production characteristics of HACCP hog Farms and proposes its policies implications The data used consist of 50 hog farms that have had HACCP certification(HACCP farms) before February 2008 and 50 hog farms nearby the HACCP farms(None-HACCP farms). The methodologies applied to analyze the difference of productivity between HACCP farms and Non-HACCP farms are the ANOVA analysis. Also, the path analysis is used to evaluate the economic impacts of HACCP through sanitation and safety management practices. The results find that HACCP farms have better sanitary environments and conditions for breeding hogs and manager and employers' sense of security in those farms have been improved. There are significant differences of the productive indices such as MSY, PSY between HACCP farms and Non-HACCP farms. Specially, the results from path analysis shows that the sanitation and safety levels improved by the HACCP induce to increase productivity of hog farms. The tasks for a spread of HACCP at the farm level such as the construction of a certification system on the pork produced in HACCP farms and the provision of a policy incentive regime for HACCP farms are needed. Furthermore, HACCP system should be developed in the connection with environmentally friendly livestock and animal welfare.
