There have been a rapid increase in the new construction and reconstruction of libraries nation-wide recently. This study focuses on the designing a spatial program of public libraries in Jeon-ju. The purpose of this study is to identify the factors for spatial program of public libraries that could be applied to the construction of new and old buildings based on the user's opinions and their needs. The method of the study used was a questionnaire and subjects were residents and library users lived in Jeon-ju. The result shows that the purposes of the visit, activities, age, and user companions are identified as main factors in influencing both functional spatial ratio and functional space arrangement. Reading in libraries is a major activity and many subjects visit libraries with family so that family space is in need specially. Space for variable ages, also, is needed because of different needs based upon ages.
