Recently the medical treatment institution is constructing the medical treatment information system. All the process and record such as receipt of the patient, medical examination, prescription, treatment, hospitalization, leaving hospital become computerized through digital technology. The medical treatment information needs special protection because it is expert and public information associated with body. If it leak out or inaccurate information is produced, privacy will be infringed. The possibility of privacy infringement grows bigger because medical treatment information is shared through medical treatment information system. Therefore, the law enacted to protect medical treatment information and the technical security services with confidence and stability against security threats are necessary. 'OECD guidelines on the protection of privacy' and 'Health insurance portability and accountability act' will be reference to enact the law.
