Understanding private transfers is important for safety-net policies because private transfers provide economic benefits similar to those of public programs such as unemployment insurance and pension. Using two balanced households data from Korea for 1995-1998 and 1999-2003, respectively, the paper shows that the private transfers received before and after the financial crisis were altruistically motivated and there was a strong crowding-out effect of public transfers. These findings suggest that the government of Korea should design its public transfer scheme by considering these altruistic motive and crowding-out effect in order to improve effectiveness and efficiency of its social safety net programs
