Human errors are known to be the most important causes of railway accidents. Recently, there are much concerns about management and evaluation for human errors and its methods and guidelines in the field of railway. This paper presents the background factors of railway locomotive engineer's human errors and then develops a hierarchical model that is composed of four levels which are criteria, error factors, human characteristic factors, and background factors. To evaluate the importance and priority among factors from the model, AHP (Analytic Hierarchy Process) methodology is adopted. For the 39 cases of railway accidents associated with railway locomotive engineer, we explore the applicability of AHP to railway human error evaluation by executing the pairwise comparisons and also investigate the changes of main background factors according to the changes of accident frequency which is one of the criteria.
