Enterprises are the real situation that high position strategy of struggle for existence is solidified gradually applying new technology picking up that is more fast than competition enterprises utilizing IT strategically within convergence of digital management and information technology. But, environment of enterprises which globalization is accelerated gradually has not standardized according to customer's requirement according to project in spite of that is doing controls about various reform control/management and cost-cutting effort. Therefore, in this study, construct top-down process quality management activity that is management by objectives and policy administration based on 6 sigma propulsion method of company business indirectness(administration) part. Also, introduce powerful engineering quality management activity in bottom-up process that is creative quality management activity of field. And removes waste factor thoroughly through value flowing analysis, and design real time across-the-board integration quality management activity system so that can shorten lead time optimizing flowing of process and do so that may construct.
