Capacity building is a term used to describe an activity designed to enhance an organisation's ability to work effectively and efficiently. This paper aims to explore the ways in which local governments in Korea can build and strengthen their capacities to tackle local issues they face, especially in a situation when the central government intends to decentralize its political, administrative, and financial power. The conclusion of the paper is summarised as follows: First, the practical measures on the part of the local government should be taken in accordance with the central government's road-map for decentralization; Second, a consultancy service system for local governments should be established. It can help the local government define its precise needs, analyse the issues as they affect it, help it reach solutions and support it through their implementation; Third, networking of academics and researchers within its local area is essential in strengthening local government capacity; Fourth, training and education systems for local residents and local councillors should also be set up so that they can contribute to enhancing local government capacity.
