This study aims to investigate the conditions of migrant cultural diversity of Korea’s local governments, find problems and limitations with current multicultural programs, and search for ways to improve them. For this purpose, I review the concept of “intercultural city” and its programs across the world, examine the cases of Ansan City and Guro-gu, the two representative intercultural cities of Korea, and analyze the infrastructure of multicultural programs of 245 local governments. The infrastructure of multicultural programs was measured by ordinances for foreign residents, projects, budgets, dedicated departments and personnel directly related with the execution of multicultural programs. The main findings are as follows: All local governments have ordinances for foreign residents and multicultural families, but the ordinances are heavily oriented toward supporting of multicultural families. Despite the fact that foreign migrant workers and Korean Chinese compatriots outnumber multicultural families, they are marginalized and excluded from multicultural programs. The performance of multicultural programs of local governments is directly affected by the size and capacity of local governments in terms of native population and foreigners. Thus, large metropolitan cities and provinces tend to run more projects with larger budgets and manpower than smaller cities, districts, and counties. However, considering the number of foreigners in local governments, local governments in rural areas with small and aging native populations are active in operating multicultural programs. Based on the results of this study, I recommend the transition from a multicultural perspective to a cultural diversity perspective, the expansion of policy targets to various cultural groups of native residents, the development of a cultural diversity index suitable for the Korean situation, and a regular survey of local governments’ performance in cultural diversity programs.
