Since the Industrial Revolution, the negative effects of climate change have intensified due to the rise in the global average temperature, which is a result of. With the adoption of the Paris Agreement in 2015, the international community has called for concerted efforts to keep the rise in the global average temperature below 1.5°C compared to pre-industrial levels. Achieving carbon neutrality is considered as the most effective solution for climate change mitigation. In order to implement such a measure, detailed carbon-neutral strategies from each sector are required. Although countries have established and implemented policies on climate change response well before pledging carbon neutrality, it seems they have been insufficient in creating fundamental measures to abate the gradually increasing damage by climate change.
