This study aims to explore the factors related to the behavior of abusers of the elderly in Korea and Japan and the legal responses to it. The study"s goal is also to find ways to prevent elder abuse and its reoccurrence in Korea, based on the findings. The contents of the literature and laws related to abusers of the elderly in two countries were compared and analyzed to achieve these goals. The study shows that in Korea, responses to abusers are dependent on the levels of information and counseling provided, and elder protection agencies play a central role in this. In Japan, abuse is divided into abuse by caregivers and abuse by care facility workers. In addition, support for abusers is provided by the regional comprehensive support centers of the municipalities. In both countries, the character or temperament of the abuser and the stress caused by the burden of support acted as factors in the abuse. In conclusion, it is necessary to expand support and services to reduce the care burden of abusers and provide human rights education and programs for stress and emotional control to facility workers.
