This paper analyzes the economic ripple effect of information technology and knowledge service industries using the inter-country input-output table consisting of 45 industrial sectors in 71 countries as of 2018, announced by the OECD in 2021. Specifically, we examine the status of the industry through current status analysis of the information technology and knowledge service industry, and analyze the production-inducing effect and value-added effect of the industry. In addition, we derive policy implications for inter-industry dependence through the analysis of the forward and backward chain effects. As a result of empirical analysis, first, the proportion of intermediate input in Korea’s information technology and knowledge service industries is rather low, and the effect of creating added value compared to input is relatively high. Second, the production inducement coefficient of the industry is low, but the value-added inducement coefficient is high. Lastly, although the forward and backward chaining effect between countries is low in Korea, the forward and backward chaining effect of the industry in Korea is relatively high. Contrary to general expectations, these results show that the status of Korea’s information technology and knowledge service industry falls short of expectations. Therefore, in order to enhance the international competitiveness of this industry, it is necessary to establish policies to support various aspects such as deregulation and more drastic investment in the industry from a mid- to long-term perspective. In addition, it is required to build a more detailed response system by reviewing current policies by industry and technology to strengthen linkages with other countries and convergence with other industries.

본 연구는 OECD에서 2021년 발표한 2018년 기준 71개국의 45개 산업부문으로 구성된 국제산업연관표를 이용해 정보기술 및 지식서비스업의 경제적 파급효과를 분석했다. 구체적으로 국제산업연관표 상 정보기술 및 지식서비스업에 대한 현황분석을 통해 동 산업의 위상을 검토했고, 정보기술 및 지식서비스업의 변화에 따른 국가별 영향을 살펴보기 위해 생산유발효과와 부가가치 유발효과를 중심으로 면밀하게 분석했다. 또한 산업간 의존관계를 파악하기 위해 전후방연쇄효과를 분석함으로써 정책적 시사점을 도출하고자 하였다. 실증분석 결과는 첫째, 한국의 정보기술 및 지식서비스업은 중간투입 비중은 다소 낮은 수준이고, 투입 대비 부가가치 창출 효과는 상대적으로 높은 수준을 나타냈다. 둘째, 동 산업의 생산유발계수는 낮은 수준이지만, 부가가치유발계수는 높은 수준으로 나타났고, 자국에 대한 생산유발계수 역시 낮은 수준이지만 부가가치유발계수는 높은 수준을 보였다. 마지막으로 한국의 국가 간 전후방연쇄효과는 낮은 수준이지만, 국내에서 정보기술 및 지식서비스업의 전후방연쇄효과는 상대적으로 높은 것으로 나타났다. 이러한 결과는 한국의 정보기술 및 지식서비스업은 세계 최고의 수준일 것이라는 일반적인 믿음과는 달리 그 위상이 기대에 못 미친다는 것을 보여준다. 따라서 정보기술 및 지식서비스업과 이와 융합된 제조업의 국제적 경쟁력 제고를 위해서는 중장기적인 관점에서 동 산업에 대한 보다 과감한 투자와 함께 규제완화 등 다양한 측면의 지원 정책이 수립될 필요가 있다. 또한 정보기술 및 지식서비스업과 다른 국가와의 연계성 및 타산업과의 융합을 강화하기 위해 현 4차산업 대응 현황을 산업별, 기술별로 재검토하여 보다 면밀한 대응체계를 구축하는 것이 요구된다.
