Korea has maintained the conscription system. In recent years, however, reduction of birthrate and aging of population has shrunk the number of youngsters who can be drafted to military service. In addition, shortened period of military service has aggravated the situation, making it hard to maintain a proper size of standing military forces. In particular, in the case of navy where warship is the basic unit of troop, and warships are continuously built and replaced, it is urgent to prepare for the shortage of soldiers.
Therefore, this study examined the Joseon Navy during the Japanese Invasion to Korea (1592~8) to get some ideas about the method of recruiting navy soldiers now and in the future. Review of the literature including the Annals of King Seonjo revealed that Admiral Yi Sun-sin did the followings: minimization of desertion of soldiers; efforts to relieve soldiers of burdens as much as possible; drafting them from various social classes.
Based on the above analyses, this study came to acquire the following three methods. First, by strictly applying the rules related with of navy service. it is necessary to desert from their military duty. Second, to compensate for their hardships as navy soldiers, it is necessary to provide them with proper salaries and other benefits, and reshuffle the manpower structure of the navy. Third, It is necessary to secure goods talents with various backgrounds, by lowering entry barriers in applying for navy soldiers.
