Climate change causes abnormal climate thereby making prediction and proactive management difficult, and can be connected to complex large-scale natural disasters especially in vulnerable environments. Recently, “community resilience” has received much attention. Resilience has a dynamic property, so it is necessary to consider in general the system that comprises the area. The present study distinguishes six dimensions(society, economy, institutions, infrastructure, community capabilities, environment) through domestic and international document research, and analyzes the deducted evaluation indicators by application to the metropolitan area(66 city, county, and boroughs) of South Korea to confirm vulnerabilities in the economy, institutions, infrastructure, community capabilities, and environment of urban areas. Rsearch on a variety of evaluation indicators will be necessary in the future, and a method reflecting temporal and spatial characteristics must be sought after.
