Scholars who study the causes of conflict between Ukraine and Russia, in general, tend to share two different or even antagonistic views. The first group perceives that the Russian aggression against Ukraine happened due to Russia"s interstate issues such as the growing level of Russia’s dictatorship. Their opponents see the expansion of the North Atlantic Treaty Organization (NATO) as the cause of the war. These two views are valuable because they explain the case from the perspective of both sides, namely Ukraine and Russia. However, one thing to point out here is that these two hypotheses only include the events in Russian-Ukrainian political discourse since the 2000s. Unlike these two hypotheses, this paper emphasizes that the 1990s were a critical period in the Ukrainian-Russian relationship. After the dissolution of the Soviet Union, many problems, including the nuclear weapons and nonproliferation in both Russia and Ukraine, future security relations, the issue of the Crimea Peninsula and the Black Sea Fleet, required immediate resolution. The desire of Russia and the U.S. to resolve these issues in a favorable way to Russia only resulted in a Russian annexation of Crimea in 2014 and a military conflict in the Donbas region, having further developed into the Russian invasion of Ukraine in 2022. Therefore, it is necessary to review the major issues between Ukraine and Russia, the newly established countries in the 1990s.
