Inclusive entrepreneurship incorporating approaches of entrepreneurship and inclusive economy has increasingly received attention because it is expected to help to foster economic growth and mitigate inequality simultaneously. This study examines how institutional enablers, which encompass several characteristics regarding markets, finance, policy, education, and knowledge, foster inclusive entrepreneurship outcomes by considering the entrepreneurial atmosphere as a mediator. Using 129 country cases from Global Entrepreneurship Monitor (GEM) and World Economic Forum"s Inclusive Development Index, this study employs fuzzy-set qualitative comparative analysis (fs-QCA). The results of the analysis are as follows. First, all institutional enablers except market openness have significant effects on entrepreneurship outcomes regarding entrepreneurial activity and general and inclusive entrepreneurship performance. Second, those effects vary according to the status of a country"s economy, implying that policy measurements for inclusive entrepreneurship should be applied differently. Third, social norms and culture toward entrepreneurship are a dominant influence to play a critical role in facilitating inclusive and general entrepreneurship. As one of the first to explore the inclusive entrepreneurship topic, this study provides several significant implications for academia, practitioners, and policymakers.
