This study investigates the determinants of municipal financial slack. From the integrative perspective, we examines the organizational, fiscal, and political factors exert significant influence over slack accumulations. Using a panel data set of Korean local governments over the period 2011-2018, this study finds that revenue volatility, grant structure, and political factors are the primary drivers of local slack resources. Specifically, we first find that revenue volatility positively affect the size of local government slack. Second, the type of grant funding from upper government has different effect on fiscal slack. Third, political factors such as local election year and number of election of local politician also have influence on municipal slack. Thus, in order to manage local fiscal slack resources efficiently, administrators, policy makers, or public managers should consider various aspects of the process of accumulating local savings.
