Gyeongsangbuk-do is facing such an extreme population crisis that 7 out of 11 regions with high risk of ‘local extinction’ belong to it. The decisive cause of the rapid population decline in Gyeongsangbuk-do is the decrease in the social population caused by the outflow of the population to other regions. In particular, the proportion of female populations in the age group of 20-24 and 25-29 was 17th and 15th among 17 metropolitan cities. This study looked at the characteristics of the population structure of Gyeongsangbuk-do and tried to suggest a paradigm for regional-centered population policy. First, a policy focused on raising the fertility rate is not enough. And there is a need for a population policy that takes into account the population imbalance between regions. For this, decentralization and resolution of centralization in the metropolitan area should be prioritized. Next, it is suggested to renew the perspective on young women and the elderly in population policy. Until now, young women were treated as tools for raising the fertility rate or inclusive of young people in population policy, and the elderly population were only considered as objects of support. But in this study, it was proposed to regard them as the main agents of regional revitalization.
