With changes in the educational environment across elementary and secondary education, such as learner-centered education and revitalization of remote education, educational demands for learning interest and motivation for self-directed learning are increasing. Textbooks are the most basic teaching and learning materials in the school curriculum and can be said to be basic guides for learners' self-directed learning. However, despite the need for systematic and accredited training for textbook developers and teachers in order to develop good textbooks, such opportunities are lacking. Accordingly, in preparation for the 2022 revised curriculum, which is a future-oriented curriculum, training courses related to textbooks scattered across the Ministry of Education, provincial and provincial offices of education, educational research institutes, development of standards for the process is required. Therefore, the purpose of this study is to develop a standard plan for the Cyber Training Institute training program for textbook developers to manage the quality of textbooks as a textbook training curriculum for textbook developers. In order to achieve the purpose of this study, literature analysis, survey, and FGI research methods were used. As a result of using the research method, the four types of ‘understanding the development process for each textbook type’, ‘textbook development planning’, ‘textbook system composition’, and ‘textbook writing practice’ Classified into domains, a total of 23 textbook cyber training institute training programs for each domain were derived. By developing a standard for the textbook cyber training center training program, it is expected that a learner-centered educational environment will be created through the development and dissemination of high-quality textbooks, and the competence of textbook developers will be strengthened.
