The population of the poor in Korea as well as in other advanced countries is soaring. Consequently, the government’s urgent intervention with effective welfare policies is needed. Current literatures on the media and public policy studies indicate that the nature and approach of welfare policy are related to how media frame the poor. However, there are few systematic media studies conducted on this socially urgent issue in Korea. In this study, we try to explore how dominant Korean media frame the poor and how they view the poor people in Korea. Specifically, we will attempt to explore, first, media frames of the poor by the dominant media in Korea, second, how the media conceive the causes of and solutions to the problems of the poor, and third, what are the demographic characteristics of the poor. We chose two most politically influential and financially rich media organizations in Korea, Chosun Ilbo (newspaper) and KBS (public broadcast), to analyze their media frames on the poor. The analytical frame is made based on the current literatures on the media frame and welfare policy studies. The results show that while Korean media are similar with other big rich media in other countries in the ways media frame the poor, the political and historical contexts of Korea entail characteristic media frames on the poor. In addition, it is also found that newspaper and TV news are not always same in defining the poor and explaining the problems of the poor. This study suggests that we need further researches and discussions on the relations between the media frame on the poor class and welfare policy in Korea.
