The purpose of this paper is to make a research on the basic direction of development in IOT. For this purpose, the concept, the prospect, and the importance of IoT are analyzed. The three important sectors for IoT diffusion are human, factories and cities. Among them, factories are found to be a most important one, indicating rapid innovation of manufacturing. Finally, considering value chain structure of IoT and convergence of technologies in the digital economy, the following policy recommendations are proposed. First, it is better for economic actors to focus on the hardware sector of IoT in the initial stage, but focus on the software sector such as services based on big data, later. Second, it is desirable to promote and take advantage of the phenomenon of convergence in the digital economy. When considering the time horizon, the first recommendation can be regarded as an advice based on short time period, but the second one on the long time. In the initial stage of IoT, policies of Korean government has been evaluated as good, but need to pay more attention to the areas of software and convergence technology.
