-In the midst of complex interplay between geopolitical and historic-situational factors, the future direction of operational environment on the Korean peninsula appears to be heading toward ever increasing instability mainly due to such frictional elements as hegemonic rivalry among ``Four Powers`` surrounding the peninsula, regional competition, and territorial disputes to name a few. On top of that, an acute competitive structure between the South and the North is adding insult to injury with regard to predicting the trend in changes of defense and military service environment on the peninsula. Accordingly, in view of newly-emerged trend in modern warfare ­so-called ``the Fourth Generation of War`` - along with changes in North Korea``s military strategy and tactics, the ROK Army demands that junior officers place the highest priority on cultivating and nurturing ``mission -oriented command`` leadership capabilities in combination of enhancing professional military expertise and initiativeness as well as creativeness, so that they could proactively respond to wide varieties of threats including North Korean version of ``Hybrid Warfare,`` for instance. Thus it is high time for the Army to advance and upgrade the officers`` training system by compensating many structural restrictions and vulnerabilities. For this purpose, it is of paramount importance to reduce fixed number of junior level of officers and construct long-term human -resource sustenance and utilization system, to establish a manpower acquisition center that manages planning and programming of promotion, recruitment and selection of the Army officer corps, as well as to instituteand implement multifaceted strategies for public relations and publicities that are designed to attract outstanding officer-candidates pool. Finally, it is suggested that the ROK Army HQ integrate and simplify officers`` training system in general in order to enhance effectiveness and professional expertise, and turn its attention to fresh education concepts and purposes that jibe into a variety of service-types, while exploring ways to enhance ``Mission-oriented Command`` leadership skills by which to positively adapt to rapidly chancing future operational environment by means of developing differentiated officers`` education system which is geared towards specifically tailored courses and purposes of optimal utilization in human-resources.
