The Republic of Korea has about 3,400 islands, and approximately 65% of them are located in Jeonnam. In response to the country’s economic development, tourism demand for islands has increased over the past last several decades. However, the tourism industry of Korean islands still have far to catch up. Thus, island policies that can ensure sustainable development are in desperate need.
A questionnaire survey was conducted to collect data regarding policies on resource utilization and the image of certain islands. Respondents were (i) Jeonnam island residents, and (ii) experts including university professors, researchers, government officers, and local NGO representatives. Data was analyzed using cross-tabulation and frequency analyses. The findings showed that both residents and experts considered the overall image of the islands such as natural scenery essential in developing tourism. Both groups also recognized natural landscape as a value that should be preserved for the future as well as the present. Government officers were generally more positive towards policies on resource utilization than residents.
In conclusion, we can state that various ministries involved in island policies need to be more integrated. Also, the local institutions should help residents realize that local policies also represent their own interests. Last of all, policies need to be sensitive to the individual characteristics of islands.
