The purpose of the study is to connect the most severely disabled to lifelong education and to help them transition and maintain a successful transition to adult self-reliance through the linkage of lifelong education and lifelong conversion education. As for the research method, after examining literature research, an expert survey was conducted to find out the link between lifelong education of the most severely disabled and the direction, specific measures, and expected effects of lifelong education and conversion education. In the first survey, each method was specifically investigated with a subjective question based on literature research. The second survey was conducted through multiple-choice questions on the same topic based on the results of the first survey. As a result of the study, legal and institutional support is needed at the national level as a way to develop lifelong education for people with developmental disabilities. As a way to link lifelong education for the most severely disabled, support for home and community services should be provided smoothly. The implications of the study are that even those with the most severe developmental disabilities need to link lifelong education, and that experts need to agree on the scope of conversion education.
