러시아는 동아시아에서 강대국으로서의 입지 강화를 도모하고 있으나 중국의 G2 부상, 남,동 중국해를 둘러싼 영토분쟁 지속, 북한 핵개발과 한반도 사드(THAAD) 배치 논의, 미국의 아시아 재균형 전략 및 일본의 안보법제 강화 등으로 차질을 빚는 등 도전에 직면하고 있다, 이 글의 목적은 이런 상황에서 러시아의 동아시아 정세에 대한 인식을 파악하여 러시아의 향후 전략적 대응과 한반도에서의 태도를 유추하고 한,러 전략협력을 모색하는 데 있다, 러시아의 동아시아 정세에 대한 인식 분석 결과 역내 자국 위상 강화 및 국제질서 재편 부응, 역내 對美 전략적 균형 유지 및 견제구조 형성, 對中 일면 공조,일면 견제, 일본 활용, 극동시베리아 개발 및 아태지역 경제권 편입, TPP 등 국제경제협의체 관여, ASEAN과의 협력 강화, 일중/미중 갈등 조정, 한반도에 대한 관심 증대 등으로 집약할 수 있다, 이러한 관점은 향후 러시아가 동아시아에서 강대국이라는 입장을 견지하면서 협력을 확대함과 동시 정치,군사,경제적 개입을 강화하고, 미,중 관계 속에서 미국을 견제하되 안보 이해 및 국익에 따른 선택이 가능하며, 한일/한중간 발생 갈등 중재, 북핵 해결 및 북한 개혁,개방 유도에 있어 남북한 균형정책을 취하고 다극화 외교활동 지속 전개, 유라시아 공간에서 유관국과의 정책 협력 확대 등의 행보를 예견케 한다,

Although Russia has been trying to strengthen its position as a powerful country in East Asia, it faces several challenges such as the rise of China to the G2, continuous territorial disputes over the South/East China Sea, North Korea’s nuclear weapon program, discussion over the deployment of the THAAD system on the Korean Peninsula, US rebalancing strategy to the Asia-Pacific region, and Japan’s new national security law, The purpose of this study is to seek out Korea-Russia strategic cooperation based on the understanding about Russia’s perspective under these circumstances and the judgment about Russia’s future strategic response and attitude toward Korea, According to the results of analysis, Russia’s perspective about the international situation in East Asia can be summarized as follows: Raise of its status in East Asia region and answer to the reorganization of international order, maintenance of power balance and check with US, one-sided cooperation and one-sided check with China, taking advantage of Japan’s status, development of Siberia and the far east, incorporation into Asia-Pacific regional economy, involvement in International Economic Cooperation Council such as TPP, strengthening cooperation with ASEAN, Japan-China/US-China conflict resolution, and increase of interest on Korean Peninsula, These perspectives imply that Russia would expand cooperation with other countries as a powerful country while increasing economic, political, and military intervention in East Asia, Moreover, Russia is expected to check against US while cooperating with US and/or China for national security and interest in US-China relationship, Russia would also take actions to resolve conflicts between Korea and China/Korea and Japan, to deal with North Korea’s nuclear weapon issue and to keep balance between North and South Korea in guiding North Korean to open and reform, In addition, Russia would continue multilateral diplomatic activities and expand policy cooperation with relevant countries in Eurasia region,
