Considering hard power and soft power in relation to hegemony, the US is relatively superior in the triad structure of the US-Russia-China in the context of security. However, it is a structure in which the EU and Japan support US hegemony in the bipolar structure of the US-China in the economic context. If the current security and economic asymmetric G2 structure turns symmetric in the future, China"s near-hegemony or hegemony status may be possible. In order to become a hegemon, superior military and economic power is required, and excellent institutions and culture are required to maintain the status of a hegemon. A country can become a hegemon through force, but hegemony gained only through force does not last long. Here, excellent systems and culture are the basis for tolerance for foreign nationals. Even if China develops its military and economic power in the future and becomes a hegemon, the logic that it is difficult for China to maintain with the current system and culture, that is, a closed society, seems reasonable. Most of the hegemonic powers in history were open societies (Rome, Mongolia, the Netherlands, Britain, and the United States). What should be Korea"s diplomatic strategy in the 2020s? In the context of the New Cold War, which is characterized by bloc formation based on value sharing and networking within the bloc, our way out lies in a diplomatic strategy based on the principle of value sharing.

패권과 관련하여 경성국력과 연성국력을 감안했을 때, 안보적인 맥락에서 미국-러시아-중국의 3극 구조이나 미국이 상대적으로 우위에 있는 양상을 보이고 있고, 경제적인 맥락에서는 미국-중국의 양극 구조이나 EU와 일본이 미국의 패권을 지지하는 구조이다. 현재의 안보적•경제적 비대칭적인 G2 구조가 향후 대칭적으로 전환한다면 중국의 near-hegemony 혹은 hegemony지위도 가능할 수 있다. 패권국이 되기 위해서는 월등한 군사력과 경제력이 요구되며, 패권국의 지위를 유지하기 위해서는 우수한 제도와 문화가 필요하다. 힘으로 패권국이 될 수 있으나 힘만 가지고 얻은 패권은 오래가지 못한다. 여기서 우수한 제도와 문화란 이민족•타국민에 대한 관용과 포용 역량의 기반이 된다. 향후 중국이 군사력과 경제력을 키워 패권국이 된다할지라도 지금의 제도와 문화 즉 닫힌 사회로는 유지하기 어렵다는 논리가 타당해 보인다. 역사상 패권국은 대부분 개방사회(로마, 몽골, 네덜란드, 영국, 미국)였다. UN체제 100주년을 20여년을 남긴 시점에서 국제질서는 요동치고 있다. 과연 2045년의 세계에서 패권국가는 어느 나라가 될 것인가. 가치공유와 이익공유 측면에서 양 진영의 역량과 결속을 고려하면 미국연대가 중국연대에 비해 우위에 있고 미국에서 중국으로의 패권의 이동은 단기적으로는 어렵다고 전망할 수 있다. 오히려 과두패권이라고 할 수 있는 G7+ 체제가 가능해보인다. 이러한 상황에서 우리의 선택은 어느 한 진영을 배제하지 않은 가운데, 가치 공유를 전제로 한 이익공유 진영에 무게중심을 둘 수밖에 없다. 이처럼 미•중 패권경쟁 속에서 바람직한 우리 외교정책의 방향은 가치공유 우선에 있음(원칙에 근거한 외교)을 알 수 있다.
