This article examines the controversy over the Santo Domingo annexation of 1869-71 among former antislavery figures. In discussing the positions of both advocates and opponents, this article shows that the fault line between them originated from each group’s strategy to spread the American notions of liberty and equality beyond its borders. After the Civil War, those activists and politicians who had fought hand in hand to end slavery in the American South became more consciously aware of their country’s international role in the new historical context of U.S. overseas expansion. When President Ulysses Grant suggested the annexation of Santo Domingo invited by the country, this catalyzed their different views as to how America, as the leading “antislavery nation,” could transplant their ideals. Some criticized the annexation as an imperialistic enterprise bound to destroy the possibility of black people’s self-government. These opponents believed that Americans could spread their liberty only by making an equal relationship with weaker nations, instead of acquiring their lands. On the contrary, the advocates of the annexation were convinced that their nation must take its duty as “the empire of liberty” by sharing the blessings of liberty and equality which they had just achieved through the Civil War. After following the Santo Domingo controversy, this article suggests that anti-imperialism and expansionism, the two antagonistic tendencies in the following decades might come from the same entangled root in the antebellum antislavery movement.
