This study aims to examine the master plans for lifelong education promotion through a comprehensive analysis of the first to fourth master plans for lifelong education and to present a future practical implications for lifelong education policy. To achieve the goal, the first to fourth master plans for lifelong education promotion were analyzed on ideology-goal, process, domain, and target. Three research models such as the Strategic Thinking Model, The Four Dimension Model, and the CIPP model of Stufflebeam were utilized as theoretical framework for analysis. The policy implications of the study for developing future lifelong education policies include restructuring the lifelong education promotion system, strengthening inter-agency cooperation, improving the quality of lifelong education, expanding the financial and operating system of lifelong education, and strengthening the evaluation and circulation System.
