In this study, we compared the Research and Performance Improvement Research Pension(PIRP) with the public pension system for military personnel in terms of funding, eligibility criteria, payment standards, and payment types. We evaluated the PIRP and provided brief suggestions for improvement.
First, to secure funding, we recommend transitioning from the current monthly fixed payment method to an incentive or reward-based system, similar to foreign examples. Additionally, we propose allocating the annual budget for PIRP to a separate pension fund. Based on this fund, individuals can contribute a portion from their personal shares, and the accumulated funds can be efficiently managed by the pension fund management department or a dedicated department to provide pensions when the eligible age is reached. This approach ensures financial stability and security.
Secondly, we believe that it is reasonable to determine the eligibility criteria based on a point system using current international competition results. Those who reach the specified point threshold would qualify for PIRP benefits.
Finally, it"s important to note that our research was limited by a lack of diverse data sources, which prevented us from drawing conclusive results. Therefore, we hope that future research will consider foreign models as references and work towards establishing a PIRP system tailored to the specific needs of our country. Further research is necessary to explore and refine the proposed improvements to the PIRP system.
