Report Errors
The financial autonomy of local South Korean government has been decreasing over the years. However, local promotional and festival budgets have been increasing every year. This study attempts to focus on local promotional and festival budgets, which the media and the central government demand improve. This study demonstrates an empirical analysis of the factors influencing the increase in local promotional and festival budgets.
The election year has been designated as an independent variable. The characteristics of the head of the local government, political·administrative factors, economic·financial factors, and social·cultural factors are included as control variables. Multiple regression analysis using a fixed effects model were conducted based on the results of local elections and by-elections over 16 years in 226 different local governments. The election year has a positive effect on local promotional and festival budgets and the result shows statistical significance. This study assessed that an election year provides an incentive for the incumbent local government to use local finances as a factor to demonstrate accomplishments and for promotional purposes to improve the outcome of an unclear imminent election.
