This article describes the conflict over the Seoul National University Plan as a difference in understanding ‘democratic education’. According to previous studies, the key issue of the Seoul National University Plan was "university autonomy’, which was a continuation of the faculty autonomy in Keijo Imperial University. However, the self-management movement, which took place by staffs, students and alumni immediately after the liberation, made people reconsider the university autonomy in Imperial University of the colonial period. After the liberation, university autonomy was not interpreted simply as the faculty autonomy, but it understood in a broader orientation of ‘the governance of the members within the school’.
Oh Cheon-seok and other officials from the Department of Education in the U.S. Military Government perceived the demand for autonomy surrounding the schools as ‘the unsettled conditions in society generally’. In the view of the Department of Education, the request for autonomous governance was the misunderstanding the freedom given along with the liberation as control over the school. From Oh Cheon-seok’s point of view, higher education institutions left by the Japanese Empire, especially Gyeongseong University, were full of ‘undemocratic’ elements. Gyeongseong University was the epitome of an exclusive school that enjoyed privileges in the dual ladder system of university and colleges. Oh Cheon-seok wanted to present a new university model that replaces the privileged governance of ‘university autonomy’. He actively referred to the model of ‘the Modern American University’ in the turn of the century that he experienced. It is most important for him to reorganize professors as employees of the trustees.
