The purpose of this study is to analyze the implementation responses of local government under the assumption that the same central government policy implementation at the local government can be different depending on the local political factors and the degree of local politicization For the Purpose of this, this paper analyzed two implementation policy cases of nuclear power plant in Young Gwang and Ul Chin. This research identified suitable differences through the analysis of the same nuclear power plant between two local government. In the case of Young Gwang, the implementation responses was quite different after the local autonomy. But the case of Ul Chin local government was responsible to the central government after the local government.
Finally The conclusion is that the difference of the political factors, political foundation, political party activity, input function of interest group, political culture, and the like had an effect on the responses strategy.
