In order to successfully host the 2018 Pyeongchang winter olympic games and bring happiness to the citizens, it is very important to gain gold medals in promising categories such as short track, speed skating. This study will mainly examine the environment of K university''s ice rink that already records successful talent identification and development in short track and speed skating winter gold medallists. This study will also aim to review issues raised in talent identification and development. In preparation of the 2018 Pyeongchang winter olympic games, this study provides useful on-site baseline data for integrating opinions of winter sport experts, opportunities for discovering winter sport athletes and discriminating potential abilities. We propose a talent and identification program by mainly analysing long-term participation in international competitions such as winter olympics and world competitions, experience as a national team athlete, records of achievement in best players identified, and literature review including national and international research articles, policy reports, and news articles. The structure of the study is as follows. In chapter 2, the records of south Korea''s winter sport international competitiveness will be broken down by year. In chapter 3, the happiness of citizens sports marketing case will be reviewed from the perspective of national advertisement and economic ripple effect. Chapter 4 includes perspectives of talent identification and development in ice skating coaches preparing for Pyeongchang winter olympic games and suggests methods for enhancing international competitiveness. Therefore this article will define talents for skating by age, category, and sex. This should also be followed by theoretical research of the usefulness of sport giftedness assessment tool and the optimum sport discrimination methods. In addition, comparative analysis of the characteristics of successful K university ice skating athletes with the strengths and weaknesses of the top foreign countries will be necessary in order to enhance international competitiveness.
