The purpose of this study is to analysis the structure coupling with Korea sports organization system based on Luhmann’s system theory suggested that developmental direction to the rational system. Six research participants that are working for the Korean sports & Olympic Committee and two city sports council was selected by using the purposeful sampling. The data was collected via in-depth interview, media and various documents. Also the collected data was analyzed via qualitative content analysis. The results of the study are as follows. Firstly, ‘Non-coupling with related other organization’ was derived. Despite the need to maintain cooperative relations to various environments surrounding the organization of the production of a rational order, the Korean Sports & Olympic Committee maintained non-cooperative relations based on closed recognition and attitude of its members. Secondly, ‘Irrational couplings with political system’ was derived. The autonomy of the organization deteriorated due to political control based on the political sensitivity of the Korean Sports & Olympic Committee. Thirdly, ‘Illogical couplings with the laws and systems’ was derived. During the re-revision process, various discrepancies occurred due to the intervention of political elements and the gap between the places where the law is applied. In conclusion, the Korean sports organization system is working as a closed system, and this system is operated as a closed system that blocks structural combination with other functional systems.
