This study aims to specifically explore the improvement and countermeasures of the current industrial technology leakage investigation system for police investigators with experience in investigating industrial technology leakage crimes. Based on the implications of previous studies, the interview questionnaire items were divided into four areas: investigation system, police expertise, budget, public relations, and research, and open opinions were drawn using one-on-one in-depth interviews and answers. As a result, first, in terms of the investigation system, it is necessary to establish a control tower for cooperation of each institution, use a private investigation system as an alternative options, set up a cooperative system using a public-private joint consultative body, and establish an international cooperation network for international cooperation. Second, in order to enhance the expertise of the police, the curriculum should be improved so that trends of major industrial technologies, education that can be immediately applied in the field, and professional analysis program education can be conducted. In addition, appropriate education and placement should be made to take advantage of the possession of accredited certificates, and special bonds. Third, it is necessary to increase the budget for investigative equipment due to the recruitment of manpower and technological development, which are essential elements of investigation. Furthermore, it was confirmed that a sufficient budget is essential for education budget, related research, and international networking to acquire qualifications so that the results of the investigation can ensure the credibility of public confidence. Fourth, research on legal and institutional and digital forensics programs should be conducted, along with the police’s promotion of industrial technology leakage crimes, raising public awareness that industrial technology leakage is a national leakage. Unlike previous studies, this study is distinctive and significant as a qualitative study that collects in-depth information by directly investigating open opinions of industrial technology crime investigators currently working at the main office and the metropolitan police office.
