This research is about the direction of policy for declining population area in Gangwon Special Self-Governing Province; this research tries to suggest the direction of population decline response policy by typification based on the natural increase and decrease (newborn / death), and social increase and decrease (move in/out) population of 93 eup·myeon·dong administrative units from 12 basic local governments which are designated as population decline areas. The natural decrease area and social decrease area of population have similarity, but generally the natural decrease area shows low ratio and huge decrease of women of childbearing age. This leads to the increase of the danger of local extinction by accelerating the population decrease. On the other hand, the social decrease area has a critical population unbalance issue which is due to the decrease of the working age population, and increase elderly population. Since the root cause of the population decrease are different per the area, the analysis and response direction based on the regional characteristics is required.
