This study analysed the digital transformation and welfare state debate in Korea using a systematic literature review method from the perspective that the discourse on the welfare state crisis and reform direction should be enriched for the successful reform of the welfare state amid the changing environment surrounding the welfare state. The results of the analysis are summarised as follows. First, the existing studies were mainly policy studies, and most of them were conducted using literature research methods. Empirical studies are scarce. Social security and social policy research is the most common topic, followed by labour rights and labour policy research. Second, the dominant view is that digital transformation leads to a crisis of the welfare state through labour market changes such as unemployment, inequality, and precarity. Third, the most common welfare state responses to digital transformation were income security policies, such as UBS and social insurance reforms, while social services and primary distribution were also partially discussed. Through the analysis, this study suggests that future empirical research on digital transformation and the welfare state debate is needed, research on the possibility that digital transformation may pose a threat to the welfare state by causing a democracy crisis or creating new social risks, and research that explores ways to respond to the digital crisis through social services, welfare financing, and job creation in addition to income security policies. It was also argued that the scope of the welfare state should be expanded beyond redistributive social policies to include policies that intervene in the direction of technological change.
