At the end of the 19th century, when the country’s existence was jeopardized by invasion by Western forces, the Joseon government made active efforts to cultivate talented people with English proficiency. ‘DongmunHak,’ a foreign language education institution, was established immediately in 1883 after a treaty with the United States was signed in 1882, and in the case of ‘YukyeongGongWon,’ established in 1886, an examination was conducted for enrolled students so that those with excellent grades could be given positions. In addition, a new government position called 'Interpretation Officer' was established so that they could receive salaries throughout the year. It was a better treatment than other government jobs. King Gojong endorsed a sign called ‘BaejaeHakdang’ that was to be displayed at the small-scale Appenzeller’s school to encourage English education, and women were able to broaden their opportunities to enter society by having English skills. The Joseon government’s active attitude toward English education provided an opportunity for its rapid expansion. The act of re-researching various policies to expand English education from a new perspective during King Gojong’s reign, will help reevaluate the Joseon government’s efforts to modernize and reflect on the importance of nurturing talented people with necessary capabilities.
