This paper aims to examine the historical development of Taiwan’s sustainable development policies. Taiwan has adopted international sustainability standards and has systematically implemented pioneering policies in various fields such as green economy, energy transition, and climate change response. Although Taiwan is not a United Nations member, it has actively embraced the United Nations Sustainable Development Goals (SDGs) and incorporated them into its national policies. In particular, policy responses led by the National Sustainable Development Committee under the Executive Yuan have been highly organized, setting sustainable development goals and progressively advancing related policies. This study focuses on analyzing the historical development of Taiwan’s sustainable development policies through four key policy documents: the “Taiwan Agenda 21: National Sustainable Development Vision and Strategy Guideline” published in 2004, the “Sustainable Development Policy Guideline” of 2009, the “Taiwan Sustainable Development Goals(TWSDGs)” of 2019, and the “Revised Taiwan Sustainable Development Goals” of 2022. These documents have laid the foundation for Taiwan’s sustainable development strategy, encompassing environmental protection, economic growth, and social inclusion. This paper highlights the evolution and characteristics of Taiwan’s sustainable development policies based on this historical progression.
