Report Errors

The aging society and the era of low birth rates have brought Korea to the brink of a care and reproduction crisis. To address care gaps, the government introduced the Childcare Support Service in 2007 and the Senior Customized Care Service in 2020, creating essential job opportunities for middle-aged women. This study explores the impact of digitalization on care work, focusing on the labor conditions of middle-aged women and associated gender issues. Findings indicate that childcare providers face unstable working hours, inadequate compensation, and a lack of recognition despite the Childcare Support Act. Similarly, elderly care support workers report privacy invasions and excessive monitoring through smartphone-based management systems. To address these challenges, the study proposes enacting a digital platform workers act, expanding social safety nets, and establishing comprehensive legal protections for care workers. Recognizing the societal value of care work and ensuring worker dignity in the digital era are essential. This research underscores the urgent need for legal and institutional reforms and highlights the importance of adopting a gendered perspective to improve care work conditions and secure the rights of middle-aged women.
