In this study, we analyzed smart city planning of national pilot cities, base types, and small but strong types smart cities in terms of sustainability which is emerging as a major paradigm in urban policy to see whether they were meeting sustainability. To this goal, this study derives an analysis framework consisting of three fields and lower eight themes through examining prior data and research related to sustainability evaluation indicators. Based on the derived analysis framework, smart city planning of two national pilot cities, two base types, and two small but strong types were analyzed. As a result of the analysis, all of the analysis targets showed the lowest satisfaction with the theme of ‘Improving regional-specific competitiveness’ in the economic field and ‘Pursuing equity’ in the social field, and the overall degree of satisfaction with sustainability was also low. In particular, in the base type smart cities, it was found that there was no plan for each related sector in the ‘Production of an industrial system’ in the economic field. This study emphasized the need to prepare policy measures to ensure consistency between elements related to smart city planning based on the research results.
