본 연구는 기존의 경찰복지제도를 분석하고 미래발전방안을 제시하는 데 그 목적이 있다. 「경찰공무원 보건안전 및 복지 기본법」을 중심으로 세부적으로 분석하고자 한다.
본 연구의 주요 내용은 다음과 같다.
첫째, 경찰복지제도 분석을 위한 개념적 논의에서 경찰복지의 정의와 의의 그리고 기본방향에 대해서 소개하였다.
둘째, 제1차 경찰복지 기본계획과 제2차 경찰복지 기본계획 분석하면서 실태분석 및 문제점을 도출하였다.
셋째, 경찰복지를 위한 미래발전 방안을 제시하였다. 본 연구에서는 경찰복지를 위한 미래발전 방안으로 다음과 같은 방안을 제시하였다.
첫째, 직업복지 측면에서는 공정한 승진 제도, 지속적인 교육, 경력 개발 프로그램, 업무환경 개선, 유연한 근무시간 제도를 도입하여 직무 만족도와 안정성을 높일 것을 제안하였다.
둘째, 건강복지 향상 방안으로는 정기 건강 검진, 체력 단련 시설 및 프로그램, 심리 상담 및 지원을 강화하여 경찰관의 신체 및 정신적 건강을 유지시킬 것을 제시하였다.
셋째, 가족복지 방안으로는 가족 상담, 가족 참여 행사, 육아 및 교육 지원을 제공하여 가족의 유대감을 강화할 것을 제안하였다.
This study analyzes the current state of police welfare and presents improvement plans through a police welfare system analysis model, alongside future development strategies. The Police Welfare Act, enacted in 2012, aims to enhance the working conditions and quality of life of police officers. The primary areas of welfare include occupational welfare, health and welfare, family welfare, culture and leisure welfare, and future planning welfare. The Act mandates a systematic review of police welfare every five years and the establishment of a mid- to long-term basic plan.
The 1st Police Welfare Basic Plan (2014-2018) highlighted issues such as job stress, high mortality rates on duty, and elevated casualty rates, emphasizing the need for improved working conditions. The 2nd Police Welfare Basic Plan (2019-2023) envisioned a "Happy Police, Safe Korea" and set goals to enhance health management, create a family-friendly environment, ensure fair treatment, improve job conditions, and strengthen the policy base.
In this study, several future development plans for police welfare are proposed: Job Welfare: To increase job satisfaction and stability, it is recommended to introduce a fair promotion system, continuous education, career development programs, improvements in the work environment, and a flexible working hours system.
Health and Welfare: To support the physical and mental health of police officers, it is proposed to enhance regular health check-ups, provide physical training facilities and programs, and offer psychological counseling and support.
Family Welfare: To strengthen family bonds, recommendations include offering family counseling, organizing family participation events, and providing childcare and educational support.
Leisure Welfare: To relieve stress and boost job satisfaction, it is suggested to improve the vacation system, support cultural and leisure activities, and facilitate club and hobby activities.
Future Planning Welfare: To ensure a stable retirement for police officers, it is proposed to support retirement preparation programs, strengthen the retirement pension system, and assist with career transitions.
These proposed measures aim to address current deficiencies in police welfare and foster a supportive environment that enhances both the well-being of police officers and their overall job satisfaction.
