This study examined the evolution of the concept of ‘Limited Nuclear Use (LNU)’ and presents its implications for North Korea and the ROK-US Alliance. During the Cold War, LNU was considered a core element within the broader framework of ‘Limited Nuclear War (LNW). However, since the post-Cold War era, LNU has evolved into a distinct strategic domain. This evolution signifies a shift in nuclear strategy, emphasizing the controlled and measured use of nuclear weapons to achieve strategic objectives without escalating to an all-out nuclear conflict. This approach necessitates a nuanced understanding of nuclear strategy, incorporating elements of deterrence, escalation control, and limited nuclear use scenarios. If nuclear weapons were to be used again, North Korea would be the most likely candidate. The ROK-US alliance must focus on preparing specific countermeasures in the context of a complex and delicate ‘gray zone war’ instigated by North Korea’s hypothetical limited use of nuclear weapons.
