This study examines the factors influencing the occurrence of vacant houses using hierarchical regression analysis, focusing on 14 municipalities in Jeonbuk Special Self-Governing Province. With a notable rise in vacant houses across rural regions, the research identifies key regional characteristics contributing to this issue and provides policy recommendations to mitigate its impact. The analysis utilized demographic factors (e.g., elderly population ratio, fertility rate), economic indicators (e.g., financial self-sufficiency), and housing environment variables (e.g., housing supply rate, proportion of old and new housing). Results indicate that the housing supply rate is the most significant factor positively affecting the vacant house ratio, highlighting the challenges of oversupply in regions experiencing population decline. Interestingly, the elderly population ratio showed a negative correlation with vacancy rates, suggesting that rural migration among retirees reduces the number of vacant houses. Furthermore, both old and new housing proportions were positively correlated with vacancy rates, reflecting the underutilization of older homes and displacement caused by new housing developments. The findings suggest that policies should balance housing supply with regional demand and demographics while promoting the reuse of vacant homes through targeted programs for retirees. Additionally, maintaining older housing stock and improving regional infrastructure can mitigate vacancy issues. These insights offer valuable implications for addressing vacant house problems in rural areas, with potential application to similar contexts nationwide.
